Lots of changes coming to State and East Grand retail rows

BELOIT―A new retail row for the odd side of the 300 block of State Street will begin to take shape over the next few months.
In the first three months of 2026, Hendricks Commercial Properties took out building permits for three of its open retail locations and has announced another in the spaces that were created after extensive renovations to the 311-319 State Street buildings in 2024-2025.


In January, Hendricks was granted a $200,000 building permit to build out 315 State St. to be the new home for Wren & Roe. hat is a woman’s clothing boutique that has operated in Rockford, Illinois for nearly 20 years under the name Roxy Armichael.
According to a story by the Rock River Current, Noelle Tulley of Roscoe bought the business seven months ago and closed the ocation in the past month to reopen the operation in Beloit under the new name. Wren & Roe is hoping to open in early May.
In February, Hendricks took out another $200,000 building permit for 317 State St. That location still does not have a tenant.
